    In England it rains for about 130 days a year and they have regular hosepipe bans, here in Spain it rains for about 30 days a year and I have never had a water shortage in 18 years.

    Here in the So Cal desert, had a water bill last month with a fine attached. Then found out I had a broken water pipe, which was immediately repaired so next bill should be better.
