    I guess anti-loitering laws were still being enforced in 1955. They were a often a way to either disperse people who the authorities were suspicious of but who had not actually done anything wrong. In the worst cases, they were an opportunity to arrest someone who one wished weren’t there but who had done nothing wrong.
