In Michigan school funding is based on attendance on specific dates throughout the school year. Therefore, showing up IS the most important thing. The children and parents are reminded of these dates so the kids are to be in their places on those dates regardless of illness or any other difficulty.

A student with 104 fever was not permitted to call her parents to take her to the doctor until after 1:00 pm so they could collect 90¢ state attendance money. The student body informed the administration in no uncertain terms, if that happened again, the students would take up a collection to cover their stinking ninety cents.

Which factory town?
I went to Melvindale schools in Michigan, and I can say I had maybe two bad teachers. And I doubt Melvin-hole was much better than your factory town.

I actually got a price for “Most improved” when I finalized high-school. The trick is to come in with very low grades.
