    That’s mostly the Feds.

    One June 30th some of us threw a Fiscal New Year’s Eve party, and at midnight called up all the University of Illinois fiscal officers we could find in the directory to wish them a happy new year.

    ..,..anyway, where I come from that would be the 10th of January. All humans, obviously apart from people in the US, start with the smallest, most current, most relevant period and build to the largest, least consequential period. Early computers on the other hand tended to start with the largest bucket of information they had and then selected the smaller and smaller bits of data in turn. Thus 2015 – 10 – 04. Today the use of local convention creates impossible to read combinations. 10.03.11 says nothing to anyone any more so when writing for an international audience it’s best to spell it out in full. ie 6 June 1944.

    So no. I didn’t get the joke.

    I recall a comic strip about 30 years ago, I want to say it was Drabble but I won’t swear to it, that had a similar joke:

    “We’re going out tonight.”

    “Why?”

    “It’s March 19th.”

    “So?”

    “It only comes once a year.”
