I was in a restaurant where the following sign was posted in the mens room: Employees must wash your handsI must have waited for an hour for someone to show up!
Once watched an employee (obvious from the uniform and the paper hat) use the bathroom and walk right past the sink on his way out. Not even a drop; nor did I see him use hand sanitizer (not that such would have obviated the requirement to wash his hands before returning to work). Haven’t been back to that particular KFC since.
To be fair to food-service workers, there is a cleaning station in the work area, even when washing and sanitizing hands in the rest room, they are required to do it again once they reach the kitchen because they touched the door knob to get there. Certainly, it wouldn’t HURT anything to wash hands twice, especially for appearances, but don’t be too quick to jump to conclusions.

Then why have paper towels? Perhaps they’re only for the clientele.
