I can’t stand the idiots that put their emergency flashers on at night in heavy rain. It’s hard enough to see as it is….and then you get stuck behind someone and get blinded every other second by the bright flashing tail lights. It’s like being behind someone that keeps hitting the brakes….idiots!
When I taught my kids to drive they had to know to law to my satisfaction. One major item was those headlights are not just so you can see but so you can be seen. Then we would go out at night and look for the “invisibles.” They got the point quickly.
My primary exception is for people who drive 64 in the left lane when there is nothing within a quarter mile in front of them. Mostly see it in SC between Spartanburg and the NC line, and it is always a car with a NC plate.
I was in a fog so thick that even the low beams were glaring. I reduced to parking lights (so I could be seen) and the light fog of Vancouver was like a full moon.
Additionally, lamps on in fog are not to allow you to see better, unless you are using fog lamps, it is so other drivers can see you. This Gray’s point is he can’t see the other car because the driver is not using the headlamps or fog lamps, etc.

The law here is that if the wipers are on, the headlights are to be on. But that one is followed or enforced about as much as the no cell phone law.
