When I was working as an aircraft mechanic, I was shipping a Emergency Locator Transmitter to be repaired. I called UPS to scheduled a pick up and listed the contents as electronics that was pretty much the way they wanted it packaged, and in the origanla factory packaging, I said it was designed to survive an aircraft crash, so you guy should be able to get it there in one piece. She said then it should be okay in a box with packing.

When I was in the military we got packages protected by popcorn. This was before packing peanuts were easily available.
