Being bitten by radioactive animals gives you appropriate superheroic abilities but doesn’t change your overall physical structure. Thus, Spider-Man had to build his own webshooters, and Phil-Collins-Man has to get his own bald hairstyle. (Which apparently he hasn’t done yet … slacker!)
On the other hand, given how radioactive he his, it’s surprising that Phil Collins has any hair left at all!
