I’m confused why the original’s P1 was skipped here between P4 & P5. Cobra’s words in P5 make more sense with it.

They are Rip’s father and the teenaged RJ (riding on Popo kitty) (remember that the Sunday strips show an old story arc, before the jump to the new universe). Also, this Sunday story arc started in the middle of a bigger story arc. You have to go back to the March 2013 daily strips to see the sequence of events that led to them being in the ocean.
