@TEMPLO—-Why was it dangerous? It actually looks pretty safe to me, compared to today, where there have been cases of infant & young children falling to their death from open windows in apartment building upper floors. Hard to tell from the drawing, but it appears there is open access at the rear, for the child to be able to go back inside the room by itself.
