This cartoon spawned an entire meme website in the Czech Republic called “The Joker In Green”. They would take the green guy in the second frame and paste him into all kinds of historical or other photo, drawings, you name it. Čtverák v zeleném is the name of it.

The guy in the house says something like “No, stupid, what did he look like before you hit him?” Then the guy in green raises both hands and puts a terrified expression on his face. I first heard this maybe 50 years ago from my brother, who told the joke and acted out the part of the guy in green.
Actually, the guy is being responsible in reporting what he did so the owner might know. When a dog tried to bite the tire of my son’s truck when he was driving down the highway, he stopped to report it to the ranch, and they greatly appreciated his concern. BTW, that was some time ago, pre-Navy time, and he’s now a veterinary technician, and they really do appreciate folks who stop and take care of the animals by at least reporting injured ones.(not a good idea to try to pick up a strange injured dog)
