Sound and looks like fire alarm testing where I worked.Until I retired in 2008, I worked in telephone company central offices for 36½ years. They were real paranoid about fire.(look up “May 8 1988 Hinsdale” for info about the CO fire)
like the monthly testing at the nuclear plant. nobody pays attention. all you can do is hope that a real emergency never happens during the time when they normally test, nobody would pay it any mind
