What? A policitian suggesting that a bill should be quashed simply because it is unnecessary and largely unenforceable? How can such a thing be? That monologue must surely be some work of satirical fiction.
FWIW: Two of my three cats enjoy taking walks around the neighborhood on leads (a third, who is no longer with us, wore a lead when she walked around the yard but was not interested in leaving the yard). I haven’t trained the fourth to the lead solely because he doesn’t show any interest in going outdoors: lived on the street for his first 18 months, dontcha know, and he’s apparently had all of that he wants.
