I think they walk their dog for exercise – their own and/or their dog’s. The pooping in other people’s yards is a side-effect. But I do sympathize, being a home-owner in a neighborhood that has a lot of active dog owners. Fortunately, they all seem to be very conscientious when it comes to cleaning up after their dogs.

Most conscientious folks “clean up” after their pets, and any remaining “effluent” containing urea (nitrogen) and other products is actually beneficial to the lawn.
If you have “neighbors” who allow their pets to deposit bodily wastes on your lawn, and do not clean up after the act is completed, I suggest you speak to them…
