Top right, under the elephant’s trunk. Is that Maude? Maggart or Hereford or something? I thought Maude had more prominent horns, but this one is kind of out of focus, I think.
Aha! mid-right centre: A female shark with a head of hair. Her name is Audrey Frobisher. She was in the story very briefly in one of the earliest strips. She was in the audience at the memorial for Hank Stillwater. (One of the bits of knowledge I got from being a Patreon supporter.)
The reason there aren’t many familiar faces in this lineup could be that this isn’t proto-Endtown we’re looking at…it’s another shelter, one that’s going to fail, with Holly and Doc among the few survivors.
That must be a mighty odoriferous room with that many different animal scents in one confined space. At least I assume that they inherit the characteristic smell of the animal they became. Even if they retained their human body odors, that would still be an assault on your nose with that many bodies in that room.
I think this is just a proto holding area with the first refugees from Hillside. A lot (or even all) of these people may not find their way to Endtown at all. There were other mutant colonies besides Endtown, and a lot of them got wiped out by Topsiders. The cities above have not yet been reduced to dust.
