    Couldn’t be. Flanges are inside the rails and taper outward. That way, centrifugal force in a curve gets the effect of a larger diameter on the outside and smaller inside, to compensate for longer distance traveled. Unlike cars, train wheels are one with the axle and slipping would create undue wear on the wheels as well as reduced traction.
