If Toby is 16 now then he’s got 5 years to go before he’s a grown up.
In the UK we become adults at 18.

When they came out with the WOW update that allowed characters to get to 80th level, a co-worker older than I left work early so that he could be one of the first people to get to 80th level. He did too.
