I think she means prices are still “depressed” or something like “below 2009 levels.”
A particular house can be offered below market…. ie, “for less than what similar houses in this area are currently selling for” …
but if all of them were that price, that would be the current market value. ..
You might be surprised at how many times I’ve heard stuff like that, though.
