Why is there what looks like a French AMX-13 tank on the White House lawn (or possibly an Israeli Super Sherman with an AMX-13 turret)?

All the pictures of the WH from this time period show some sort of protective emplacement – fences with barbed wire, tanks, guns, etc. It represents the sense Nixon’s sense of being embattled and defensive at that time.
