When he was working with the Americans it was on RADAR and missile guidance which he aided them with it. For the Germans he helped in the design of their snorkel and for a faster laminar flow hull which was what the Type XXI U-Boat. The Russians he gave them flying exo-suits and gave the Japanese empire an electronic brain. Too bad time ran out for them. They needed a heavy bomber to fly their uranium bomb to stop the Pacific fleet on its way to attack and take out the Soviet forces planning an attack of their own on Hokkaido island. The Germans waited too long to send plans of their Arado bomber to their allies, the Japanese.
He didn’t come to direct their war for them, he needed materiel and equipment for his own needs. He still needs to make sure no one is following him to his island base. (Shaking them is going to be harder in this technological age of surveillance drones and satellites. He did grumble at that. He will have to do a major catch up on things.
On his larger screen he has the location pinpointed. He can see himself and three other ships, two US navy, the third some other country.
Typical of the construction of an ‘Annie’ story. Not at all typical of real life. In real life Annie would be in the restaurant, and the people there would have dialed 911. Maybe some people there would have gotten out their own guns.

The resolution on the “Sunday” version of the comic is really horrible. It’s always nearly impossible to read.
