One of the more curious “perks” of our profession is the ability to operate outside the limits of the rules of engagement most duly authorized law enforcement agencies are obliged to follow. (Consider: When was the last time you saw any of our graduates read a suspect their “Miranda” rights?) Granted, the crimes perpetrated by our typical adversaries often are not found “on the books” (as it were); one such notable case involved turning a city’s water supply into strawberry jam. (Refer to Famous Cases: Joker, B. Wayne, Class of ‘39, Dean Emeritus) It is for precisely this reason, however, that interference by the local constabulary – not to mention the "perp’s" lawyers – can greatly hinder a crimefighter’s efforts. This is why the CCA strongly emphasizes the importance of getting the authorities on our side. In rare cases, the protagonist can be officially sworn in as an agent of the city’s police force (B. Wayne, above); generally, however, all that is truly needed is to let the District Attorney in on the unusual resource the office has available in order to keep the gendarmes at bay while he or she does his work (Refer to B. Reid, Class of ‘36). But however the authorities are dealt with, it is absolutely critical to maintain the goodwill of the “beat” officers, detectives and the public in general. Our applicant has not done any of these things and, indeed, has gone the opposite direction; breaking into shops for supplies, harassing local fishermen and firing “warning shots” into the windshield of a boat. Thus, the local police chief now brings his unwelcome attentions into the matter. Our hopeful hero can still turn the chief to his side, if he “plays his cards” correctly. Having seen his operations thus far you’ll pardon us, we hope, if we do not bet the Academy grounds on him doing so…
