By whatever means at his disposal, he has correctly assessed the rendezvous site for his quarry and found a convenient observation post. And while those same means may cause him to conclude that some meeting may occur this night, factors beyond his control (weather, failing nerves, a “heavy date,” etc.) could scrub the planned action, causing a postponement. And so he will return, night after night if need be, to intercept the antagonists. Here is where a network of observers, be they human (refer to Baker Street Irregulars, S. Holmes, pre-CCA) or electronic, can come in handy. Such a resource can “tip-off” a protagonist to a possible change in the rendezvous point, or to when the meeting actually is about to take place. (Even though motorcycles are quite fuel-efficient, why go out when you don’t have to?)
