His later statement on ABM's was not a change of policy, but offered as one possible policy. Also, Mr. Reagan's comments on verification were not meant to be taken seriously. And his use of the word "limits" was really shorthand for "no limits." Finally, substitute the word "response" for "nuke-fest."
