Mark: Emperor Leopold, as one of Santa Barbara's more colorful citizens, how many times have you been arrested for sleeping? Man: Five. I can't get diplomatic immunity. It's crazy. The city has spent $250,000 arresting and prosecuting the homeless for public sleeping, but only $100,000 for services that help them! The homeless need help. They need food, shelter, job training, a chance to regain their dignity. Most would re-enter society if given a hand! Mark: There you have it, dear listeners... Man: I myself wouldn't say no to a spot of psychiatric care.
