“You give Buzz Cuts?” Even with a question mark, without a “do” at the beginning this is a declarative not an interrogative. Even if spoken in such a way that your voice trails up at the end as it would when asking a question… it technically is still not a question. I don’t know why but this sort of thing bothers me. Funny cartoon though.
@Tossedsaladcartoon: I believe you are wrong. It is still an interrogative. When asking for confirmation of something that has been heard or seen, the “do” is not required. For instance, if I had made the sweater I am wearing, someone might say “You made this?”. Asking for confirmation!
