Not really fear of responsibility – more a fear of the unknown, or basing a fear through wrong information which then is generalised on to an entire group. Doesn´t mean some within that group doesn´t act like said fear, but also doesn´t mean everyone does. And with that fear comes a natural defense wanting to keep the fear away or combat it.
In this case it isn’t fear at at all. Just a pathological need to keep up the delusion that they are “perfect” and it is the fault of anyone else who they classify as “inferior”.
