I was thinking the exact same thing.
If Kelly is school age, she should know to fasten her seat belt without being told. The proper answer is “Mom isn’t a very good driver.”
The expected answer would probably be that she should always wear her seat belt. But I would wonder about her mom’s driving skills.
That’s the mother’s responsibility to make sure the child’s belt is fastened.
