I worked at a place like that (major retail chain that is in financial trouble). Kept getting switched from one job to another before I could finish the first one. Was told at my 3 month evaluation that I was unsatisfactory and needed to improve or I would lose the job. I quit the next day.

He should call a meeting to find out why things aren’t getting done, the usual way of doing things. The meeting should last 2 or 3 hours a day.
