One problem to consider: accidents requiring medical assistance. The resulting costs can quickly escalate. IMHO, this is a good reason why everyone should have at least basic medical coverage.
Ending the (some) Drug war and turning it fully over to Healthcare and treatment is the logical, compassionate and better step than it being in paramilitary suppression. Which creates the very cartels that are such a danger!
