The idea that hybrids are “too quiet” is asinine. Probably a reaction from inattentive pedestrians or the bleeding hearts who want to protect us all from being human.
We are all trained to react to the sound of an engine. It will take some time to learn to be aware all the time of the risk of being hit by a silent two tons mass of plastic and metal so making it easier by using a soft sound to warn of its presence is a good thing. Soft, I said. I have put a card on my bike wheel for the same reason, old people and youngsters do not have the spacial or visual awareness to dodge a silent vehicle.
I have found that I now turn my head a lot more while walking and bicycling because I can no longer rely on hearing cars. Keeps my neck much looser! But also makes the drivers (some of them anyway) more cautious when they see me looking.

New trains have a sound concentrator to focus the horn at the cars in the crossing in front of it. Hybrids need this.

I need a little bell, like bikes have, to make folks aware of me without startling them (the horn’s for warning of imminent danger)
