That is not much of a gift unless it wins.
It is the gift of the potential: a potentially nice ending that cost the recipient nothing. Even if it ends up not being worth anything, the potential was worth something for at least a short while.
But a gift of a dollar in cash is the gift of the potential for the recipient to pick out anything they want for a dollar and ACTUALLY GET IT.
