Frank raises a valid point … it’s never clear what is appropriate “on 3” protocol.
“ON three” must mean that when you hear three, you act. Watch a medical drama sometime when they have to lift a patient. You have to have a feel for the cadence to get it right, which is why, I suppose, that they don’t go on one or two.
