Jose Ferrer is the only one I know of. I saw him in “Cyrano de Bergerac” at the theatre when I was young. First movie my parents took me to. I was enthralled by Jose’s performance.
Rita Moreno for West Side Story. Anthony Quinn won twice I believe. (He was Mexican-Irish.) And Mercedes Ruehl who is Cuban-American was a Best Supporting Actress.

The question is, who has already won the awards, and that’s quantifiable.

I forgot Benecio Del Toro (Traffic) and Javier Bardem (No Country For Old Men). I think they’re Spanish but that should count.

Just have separate [but equal!] categories for best white, black, Latino, etc actors so we can dispense with the annual whine fest.
