I taught my shiba inu his attack commands in Italian. All else was English, the second he heard, “Cane Avante” he was on guard. Such is dog walking in inner city bad neighborhoods [there are good ones anymore?].
Believe it or not, scientists have done studies on this. Dogs really do bark with an accent – so when your american dog goes to a foreign country, say somewhere in Europe, he will hear other dogs barking with an accent and won’t understand them as well. The sniff will be the same, but the bark is slightly different. https://hellonuzzle.com/study-proves-dogs-different-regions-world-bark-different-accents/

“Arf, eh? Now instead of le Milky Bone, I’ll ‘ave french fries with vinegar, some poutin, and two eggs side-by-each with a pair of toast.”
