I remember several years ago, an interviewer asked an exec with the Blue Jaysif the teams goal was to win the World Series, all he would reply was they wanted to be competetive even though he was asked at least 5 times
Winning/competing for championships is for major market teams. The rest make money anyway. Not as much, but lots.
Even in the forties and fifties, American League teams had virtually no chance to win the pennant. But the other teams would cover their annual expenses with the attendance when they played the Yankees at home.
Since those days, there’s been, uh, progress.

And in return for hundreds of millions to build stadiums — government officials get to attend games in skyboxes.
