That’s a pretty old Boy Scout uniform design. Scouts began to stop wearing bleechers starting in the late 1920s in favor of shorts or long pants. In the UK and Europe the original Boy Scout uniform was in shorts only. Some Scout Associations still have uniforms that only shorts or only long pants: Canada’s one (due to weather) is long pants only while in Latin America many countries have only a short pant version, even for older scouts such as Explorers or Rovers.
