Seriously: Colorful (be sure to get safe ones, i. e. not harmful colors in any way) wooden building blocks. If she doesn’t like them, she can show that expressively.
Babies aren’t very good with money….
She’d only chew the bills, and maybe even swallow the coins.

I have a grandson and granddaughter turning 3 and 1 respectively this August, I will think of something before that date.
