According to something I read, the position of a ladder against a building symbolizes the Trinity. Hence both the decision not to move it, and also the superstition about walking under ladders.

The idea was, “Why spend billions so some guy can hit golf balls?” Some people think that was the thing that finally lost NASA the funding on the rest of the Apollo missions.

One time the person whose job it was to watch the ladder to be sure nobody removed it, moved it a foot or so, so that he could sit out of the sun. Fisticuffs resulted. Yup, sad commentary on human nature.
