The fence seems to be only twice his shoulder height.. a good dog should be able to clear that with a decent run, Fred might need a bit of practice though.
That is absolutely necessary for a basset hound. They are ruled by their noses and will follow it without noticing where they are going. And they’ll follow it out of your yard in a heartbeat.

I keep a padlock on our side gate so that the meter reader doesn’t leave it open and let our petit-basset (aka dachshund) out.
