The other 42 states – including those without state minimum wage laws – have a lower minimum wage for tipped employees than for traditional employees, and require employers to make up for any wages that fall below the minimum wage. Hawaii, which has the highest-paid waiters and waitresses in the country (mean wage: $17.84/hour) has a minimum wage of $8.50 for tipped employees.
Tipping is an old tradition whose time has past. Should one not expect a better level of service at a restaurant that charges $30 for a hamburger that is not much different than the one you get at a drive through.. where you don’t even tip.

Try paying the wait staff a working wage and quit expecting the customers to supplement their income? I suspect it would not increase the bill by 20%.
