Many years back Canada got rid of the 12% Federal Excise Tax which was buried in prices (and a nightmare to administer) for a visible 5% Goods and Service Tax. Retail prices were supposed to drop the percentage difference. A few stores dropped prices but mostly, everything stayed the same. People bitched about the new extra tax being collected on the original FST tax because retail got greedy, pretty well across the board. So the stores ended up double dipping the system until their FST refunds gave out.
