    I seem to recall reading or hearing that it was being considered to change the side of the road we drive on out of fear that the counterclockwise air currents created might cause tornadoes.

    Could be, not so sure I believe it.

    Our government seeded the clouds in SE Asia to make the rain more severe on the Ho Chi Minh trail but stopped after the NVA overcame the hazards of mud.

    The Titanic one isn’t quite true. The US government wanted to find the submarines, but didn’t want other countries knowing they were looking, so they hired Ballard & Co. and had them claim they were looking for the Titanic. They gave him a budget and he asked if he could use any leftover money to actually look for the Titanic, and the Navy shrugged and basically said “Sure, once you find the subs we don’t care anymore.” And they found the subs almost immediately so had like 75% of the budget left to go looking for the Titanic.
