We have quite a conundrum here, the chief is right, how do we deal with this. The only real choice is to sort out the ringleaders and deal with them. This is a close parallel to the days of prohibition in the USA, you have to sort out the bootleggers from the customers. There was no way possible to stop the bootlegging by arresting the customers. You have to stop the manufacture and distribution, we now have the same situation with the drug cartels in the present day. Wow it is a frightening parallel when you think about it.
Jacob made a similar observation as regards to a “total crackdown”. ( https://www.gocomics.com/endtown/2018/05/02 ) But he’s between a rock and a hard place—Endtown residents “misbehaving” and Security. I don’t think the Chief is aware of the threat from Security.
The chief is correct and isn’t any more happy with the conclusion than Officer Moffat. There’s no place to jail everyone involved, mass executions would demoralize the entire community, and mass exile would threaten the safety of the community. Topsiders would surely notice a sudden influx of “vermin” on the surface and seek the source.

There’s still the administrative person (or people) that are involved in the plot. Someone had access to material to forge the false food documents. Someone is messing around with the housing records. Someone has access to construction crews to build the “stealth ventilation” to hide the smokehouses. I’m hoping the that person will be brought to light. Many folks seem to think it’s Velda…but I just can’t see it. She seemed as shocked as Jacob was by Mavis’ revelations. She did NOT know Mavis was in the plot, but figured it out after seeing Cooper’s picture in the paper.
Just like the end of the Third Reich. There were calls to punish all members of the Nazis. All members just because they knew or accepted what went on or benefited in some way. Moffat assumes because neighbors did nothing to stop it they were part of it……not necessarily true. Fear of reprisals if reported, explanations that this was necessary for survival, and even given payment for silence could be reasons neighbors said nothing. But it would serve no purpose other than destroying Endtown in an internal bloodbath if justice went after them. Chief is right……going all out for justice will like a poison kill more than it justifies.

I think the chief is thinking about what happened to Heather Hoss with that last comment. It was a wolf seeking “justice” that started things on the downhill lemming run.
hopefully the supermarket effect mentioned before still holds, a large portion of the town was willing to EAT the meat, but killing and butchering their neighbors would be beyond them, so without that one psycho cutting the bodies apart the more delicious citizens will be relatively safe.
It saddens me to say that the Chief is right. But Moffat is right, too. Something has to be done. But even if Moffat was to go P.I.(G), he can’t do it alone. He’s going to need all the help he can get.

Perhaps the two of them should put their heads together, and maybe… just maybe… they’ll come up with a better plan.

It was a well executed campaign that built up slowly over time. A very efficient and well-run conspiracy that was abetted by people who, for whatever reasons, kept silent. A long range strategy.
