In my experience they only tow if you are illegally parked where there are signs you will be towed. But if you go over your time they will certainly ticket you. When I was still working the meters cost me a couple of bucks a day (in a large town in western Colorado). When I screwed up the ticket cost me ten. Needless to say, I preferred to pay the meter too.
