It turns out this is the right-hand painting in a triptych, “Wisdom, Impression, Sentiment.” There’s a nice rundown on his work at https://www.tnm.jp/modules/r_free_page/index.php?id=1759&lang=en and there’s a discussion of this painting in oarticular at https://www.learner.org/courses/globalart/work/58/index.html. There’s a Wikipedia article on hum at https://en.m.wikipedia.org/wiki/Kuroda_Seiki.
He was a key figure in introducing Western art to Japan, part of the general Westernization movement of the Meiji era.

and read back then, most of what rugeirn points to today. In addition to those last 2, my comment included 26 more hyperlinks, which, while the text is still there, with the line breaks removed, are inactive. &?@#!#%&!

The ‘natural proportions’ barbie does away with the unrealistic hourglass figure, but instead is a little too ‘anatomically correct’ for the parents to handle.
ROFLMA! All of you commenters are way too funny tonight! I love this comic, the captions, and the comments. I always read it last, since the laughter stays with me through the rest of the evening, and because I’m too weak from laughing to read more anyway! Thanks to you all, and Mr. Melcher!

has the prior strip (my comment there included the same artist info URLs).
As rugeirn says, this is part of a triptych. Perhaps others remember the earlier strip showing another part:
