I would have to surmise that there are not many folks in the B.C.Sheriff’s Department currently willing to prosecute that particular crime.
Arthur might get a warning, or at most, a double fee with a 27% penalty when he does apply for a (or renew his possibly existing) permit.
But as a 24-hour clowning permit runs 78¢ per year, due to our desire to encourage Ballard County to remain a happy place….
I doubt the deterrent effect will be too great.
