    Technically, if the ball does not cross the foul line it is not a pitch and cannot be a ball or strike. This case would be a balk because CB made a pitching motion but failed to deliver the ball.

    How can you call that a ball! At least let it reach the plate before calling it. Sure, it’ll still be a ball then, but right now it’s a joke of a pitch.
