When I was a kid in the mid-1960s at ten o’clock, the TV would show a message stating, “It’s ten o’clock. Do you know where your children are?”

I love the static in the third panel. That’s how TVs really were when I was young.
But what if his mom and/or dad turned the TV on in the middle of the day to watch cartoons?
