When I was about that age, my family attended a church with concrete steps that were way too high for most people, let alone a toddler. I skinned at least one knee a week. It never occurred to the adults around me to carry me up and down the steps.
I’ve watched my niece, my nephew and my grandkids all go through this stage and it resonates remarkably well. The main thing the parents involved did was make sure the experience was gained on a carpeted step indoors until they figured it out.
