They are watching channel BIRD, broadcasting from sunny Ecuador. (Linguist, are you out there?) You can’t stop barking just because the world is covered in snow and all the birds are gone. My, what did they do in the old days?
I’ve only had one dog (of many) that actually watched tv. If an animal ran across and off-screen, she would run to the side/back of set and look for it. She would jump up and try to get to it on screen, so we would have some nose prints on the bottom edge of set.
None of my cats really watched, but if an animal- even more so if it was a cat, it would momentarily get their attention. Barking & meowing also got them to do a quick check to make sure it was on the screen.
My sister has an app for her pad computer with a mouse or something running around. She can sometimes get her rather elderly cat interested in it for a while.

shouldn’t those birds already be south for the winter?

Thank goodness for “Animal Planet,” I guess.

I suspect this would also have worked if the world outside the window had birds flying around in it.
